At nightfall, around 10 pm, it's common to see couples having fun. Generally, they just want to be watched, but sometimes more. It's also a gay meeting place... Crossing paths at that hour is a sign that you're looking for the same thing... Me, I usually slip my hand into my underwear when I'm there to show that I'm open.
