@neobi. I think it is better to go there by appointment. Personally, I have been there several times just to sunbathe and possibly have a nice meeting. I've never seen a guy or a couple flirting along the Garonne. Only families and other joggers occupy the premises, some fishermen as well. The only times I made a Q plan there was by appointment. The place is large and the naughty corners are far from the parking lot. This is also better for walkers and families who certainly do not want to be surprised spectators of a fine game.
